Juvenile Justice & Advocacy
The Tow Foundation strategically funds direct service providers who undertake the challenge of serving the juvenile justice population, despite diminishing resources from the state and federal governments and rising numbers of troubled adolescents and families.

We support providers who retrain and mentor staff to offer more effective evidence-based therapies and programming. Our grantees approach youths in a rehabilitative – not punitive – way, which is less expensive than incarceration. They provide more case management, therapeutic, home-based and arts-related services, which research shows are more effective in reducing recidivism and improving self-esteem and youth outcomes. In addition, The Tow Foundation promotes the use of advocacy and lobbying within legal limits by our grantees to advance their programming and efforts on behalf of these underserved populations. Tow Foundation staff work closely with grantees by convening meetings for them with other funders and policymakers, sharing resource information and providing seed support for new initiatives with good prospects for impacting public systems.

The Tow Foundation dedicates significant staff time and resources toward advocating for the improvement of the Connecticut juvenile justice system and reform of related public policies affecting vulnerable youth and their families, particularly in the areas of education, child welfare, youth development and organizing, parental training, mental health and substance abuse.
