“Connecticut is leading reforms in criminal justice reform–including proposals to raise the age of criminal responsibility for young people from 18 to up to age 21 and creating a new facility for them, a focus on rehabilitation in prison, and easing reentry by converting former prisons into ‘reintegration centers,’ among other things.
