Partnership For Strong Communities (PSC) is a recognized leader and advocate for the elimination of homelessness, the creation of affordable homes and the development of strong communities in Connecticut. This funding will support PSC’s efforts to examine and address the link between youth/young adult homelessness and involvement with the juvenile and criminal justice systems. As part of these efforts, PSC will work with the Juvenile Justice Policy & Oversight Committee of the Connecticut state legislature to create a data collection plan for youth at risk of homelessness and justice involvement. In addition, it will advocate strategies that utilize housing stability as a foundational approach for reducing recidivism and increasing diversion from both the juvenile and adult justice systems. PSC’s other justice goals include the creation of a By-Name List of homeless minors, more collaboration across homelessness initiatives, consideration of housing stability in discharge planning from the justice and child welfare systems, and a unified legislative agenda.
