Youth Justice Defies Easy Fix

New York Gov. Andrew Cuomo’s recent proposal to treat the state’s 16- and 17-year-old defendants as juveniles, rather than adults, would end a practice that some have long decried as counterproductive and inhumane.

Advocates of an overhaul say putting teenagers in adult jails exposes them to violence while depriving them of education and treatment. They point to studies showing the result is higher suicide rates and recidivism…
